NOTICE OF eDSL SYSTEM MIGRATION FROM MARITIME DIVISION, MOT TO THE MALAYSIA MARINE DEPARTMENT (MMD)

Please be informed that the operation of eDSL system will be transferred to the Marine Department of Malaysia effective 1 October 2024. In line with this transition, the eDSL system will be temporarily unavailable to facilitate data migration and the transfer of license processing functions.

We regretfully inform that DSL applications cannot be accepted and processed through the system during this period. Therefore, we strongly urge all applicants to plan accordingly and submit DSL application earlier to prevent any issues from arising.

Kindly take note that the system disruption will take place as below:

17 September 2024 (00:01) till 30 September 2024 (23:59)

Starting 1 October 2024 (00:01) the Malaysia Marine Department (MMD) will be operating all DSL applications via https://www.edsl.marine.gov.my

Some important dates in relation to this system migration is as follows:

Final date for DSL application    : 16 September 2024 (23:59)

Final date for license change     : 19 September 2024 (23:59)

Final date for payment                : 24 September 2024 (12:00)

eDSL SYSTEM CHANGES STARTING 1^ST JULY 2023

Kindly be advised that MMD will be assuming MASA's role in verifying availability of Malaysian flagged vessel starting from 1^st July 2023. In light of this change, a Provisional Guideline on Local Vessel Availability Verification by MMD is available on eDSL portal for user’s early reference.

IMPORTANT NOTICE

Attention to new applicants:
1. For Malaysian ship owners: compulsory to update email address at the Registry Office, Malaysian Marine Department (Jabatan Laut Malaysia).
2. For Foreign Vessel’s agents: compulsory to register or update Certificate of Company Registration Number (SSM) and email address ONLINE through the Ship Clearance System (SCS) website http://marine22.marine.gov.my/scsagent

• User ID and temporary password will be generated by the eDSL system. 
• JLM does not provide User ID/temporary password


The new eDSL system is an initiative of the Ministry of Transport Malaysia (MOT) to develop a comprehensive online end-to-end system for Domestic Shipping License (DSL) applications. 
The New eDSL system has launched on November 1 ,2019. The new system allows applicants to complete their application, payment and print licenses and receipts online. 
Innovation and introduction of the new system will be the turning point of the abolition of the existing eDSL system.

The applicant must register an account with eDSL system using the link "Click here to register" at home page.

Before registering an account at eDSL, please update your email address with the Jabatan Laut Malaysia.
When you are done signing up for eDSL, your temporary password will be provided via your registered email.

Before applying for a license in eDSL, you must first complete the registration. Follow these simple steps to get started.
