eDSL WORKSHOP JUNE 2023
We are delighted to inform you that the MOT in collaboration with port authorities is organizing workshops on eDSL and Cabotage Policy in June 2023. We cordially invite you to attend these exciting workshops, which will feature informative sessions by JLM on the technical requirements for vessels to operate in Malaysia and MMEA on the enforcement of maritime law regarding DSL.
Additionally, there will be a hands-on session aimed at familiarizing participants with the new features in the eDSL system. This will provide valuable exposure to the changes implemented since JLM assumed MASA's role in part of the DSL processing. All these enhancements will be incorporated into the eDSL system starting from July 1st, 2023. Therefore, your participation in this workshop is highly recommended to ensure a smooth transition for future eDSL applications and processing.
The workshop has been designed to provide a comprehensive understanding of the eDSL system and the Cabotage Policy in Malaysia. It will also serve as an excellent platform for networking and knowledge-sharing among professionals in the maritime industry.

Attention to new applicants:
1. For Malaysian ship owners: compulsory to update email address at the Registry Office, Malaysian Marine Department (Jabatan Laut Malaysia).
2. For Foreign Vessel’s agents: compulsory to register or update Certificate of Company Registration Number (SSM) and email address ONLINE through the Ship Clearance System (SCS) website http://marine22.marine.gov.my/scsagent
• User ID and temporary password will be generated by the eDSL system.
• JLM does not provide User ID/temporary password
The new eDSL system is an initiative of the Ministry of Transport Malaysia (MOT) to develop a comprehensive online end-to-end system for Domestic Shipping License (DSL) applications.
The New eDSL system has launched on November 1 ,2019. The new system allows applicants to complete their application, payment and print licenses and receipts online.
Innovation and introduction of the new system will be the turning point of the abolition of the existing eDSL system.
The applicant must register an account with eDSL system using the link "Click here to register" at home page.
Before registering an account at eDSL, please update your email address with the Jabatan Laut Malaysia.
When you are done signing up for eDSL, your temporary password will be provided via your registered email.
