DOMESTIC SHIPPING LICENSE APPLICATION INFORMATION
- DSL Application shall be made to Domestic Shipping License Board (LPPDN) by:-
- A company incorporated under the Companies Act 2016 [Akta 777] with at least 51% of shareholding and composition of company director are held by Malaysian citizen;
- Individuals with Malaysian citizenship (for Malaysian Registered Vessel owned by individual only).
- DSL application must be submitted together with the supporting documents specified in paragraph 2.

- Copy of Form 24 (Return of Allotment of Shares)
- Copy of Form 49 (Return Giving Particulars in Register of Directors, Managers and Secretaries and Changes of Particulars)
- Copy of MyKad (for Malaysian Registered Vessel owned by individual)
- Letter of Appointment for Agent / Ship Manager (for MISR vessel and Foreign Registered Vessel)

d. Subject to Regulation 6 P.U (A) 27/1981, LPPDN may apply for any additional information or documents as deemed necessary by LPPDN for the purpose of determining the suitability of the applicant for a license. If any additional information or documents are not submitted, the DSL application shall be deemed to have been withdrawn and cannot be continued but without prejudice to a new application made to the LPPDN.
- Application can be made through Domestic Shipping License System (eDSL System) at the website https://edsl.mot.gov.my using the prescribed Form;
- All supporting documents as stated in paragraph 2 must be uploaded to eDSL System.
- New application must be submitted not later than 14 working days before the project starts (laycan date), or not later than 14 working days before the existing licence expires for renewal application.

- Malaysian Registered Vessel
- License application results for Malaysian Registered Vessel will be given not later than three (3) working days from the date of receipt of complete application.
- Foreign Registered Vessel
- Without Blocking
- License application results for Foreign Registered Vessel that was not subjected to blocking from local ship owners will be given not later than three (3) working days from the date of receipt of complete application.
- With Blocking
- License application for Foreign Registered Vessel that was subjected to blocking from local ship owners will have to go through negotiation/and mediation process before any decision can be made. License application results will be given not later than 10 working days from the date of receipt of complete application.

- Payment can be made through online transacation using FPX or credit card;
- Payment must be made within 14 days. License approval will expired automatically if no payments were received within that time;
- Approved transaction cannot be cancelled.
- License must be printed and kept or displayed on board the licensed vessel for inspection purpose;
- License is not transferable;
- License may be revoked if:
- there is a violation of the terms and conditions;
- there is falsification of document/information during the application;
- the vessel is not at the licensed location;
- the vessel does not implement the project as licensed; or
- valid license is not kept/displayed in its proper place.

- Any changes, addition or cancellation of current terms and conditions for license application are subjected to provisions of the law in force and the decision of LPPDN from time to time.
Domestic Shipping Licensing Unit upholds to deliver the best service to our client in accordance with the following terms:
- All Domestic Shipping License (DSL) applications shall be reviewed within two (2) working days from the date of application received.
- All incomplete DSL applications shall be returned to the applicant for amendments, within two (2) working days from the date of the application received.
- An inquiry by the applicant pertaining to returned DSL application shall be answered within the same day.
- Any Negotiation and mediation process pertaining to DSL application for Foreign Registered Ships shall be completed within nine (9) working days from the date of the complete application received.
- DSL approval results:
- The result on application for Malaysian Registered Ship shall be issued within three (3) working days from the date of the complete application received.
- The result on application for Foreign Registered Ship (that does not receive any restriction from Malaysian shipowners) shall be issued within three (3) working days from the date the complete application is received.
- The result on application for Foreign Registered Ship that has been restricted shall be issued within ten (10) working days from the date the complete application is received.
- All feedback on DSL complaints or general inquiries shall be answered within three (3) working days.
