DOMESTIC SHIPPING LICENSE APPLICATION INFORMATION
A. TERMS OF APPLICATION
Application of DSL can be done by:
- Individual with Malaysian citizenship (for Malaysian vessel owners only)
- Companies incorporated in Malaysia (with at least 51% equity of Malaysian)
B. HOW TO APPLY
- MALAYSIAN VESSEL
- Applicants are required to update their email address with the Jabatan Laut Malaysia.
- Applicants to register at eDSL system (password will be sent to the email registered with JLM)
- Applicants to submit application through eDSL system
- Completed application will be processed by DSL’s secretariat
- Applicants to pay for approved application
- Applicants to print the payment receipt and the license

- Applicants are required to register/update their information in MMDIS System (JLM)
- Applicants to register at eDSL system (password will be sent to the email registered with JLM)
- Applicants to submit application through eDSL system
- Application review will be done concurrently by DSL’s secretariat, MASA and JLM (if applicable)
- Completed application with endorsement from MASA/JLM (if applicable) will be processed by DSL’s secretariat
- Applicants to pay for approved application
- Applicants to print the payment receipt and the license

C. TYPES, DURATION AND CRITERIA FOR DSL APPROVAL

D. DSL FEE
Malaysian Vessel
RM50 per annum or part thereof for vessels of 15 nett registered tons (NRT) and the sum of ten cents per ton for each additional ton after 50 NRT.
Foreign Vessel
RM200 for vessels weighing 15 nett registered tons (NRT) and the sum of forty cents per ton for each additional ton after 50 NRT.
